Let Us Begin:
Open a new image of 640 by 480 Blank Image

Pick 2 colours of your tubes .. Light colour foreground .. Dark colour background

Gradient settings FG/BG angle145 Repeat 3 Linear
Flood fill the image with gradient
Adjust - Blur - Gausaian Blur - Radius 35

Duplicate layer - Effects - Plugins - Mura Meister - Cloud
Light White/FG/BG Effect 100 -
Amount 100 Grain 3
all other settings 0

Duplicate this image - On keyboard - press Shift D - save this copy till later.
Go back to original image - On same layer -
Apply mask from image - flowers.

Effects - Edge Effects - Enhance X 2

Delete mask layer and merge group

New raster Layer - Selections - Custom selections -
Top 50, Left 0, Right 640, Bottom 75

Flood fill the selection with gradient. Selection - None.

Duplicate this layer

Hide the new layer and on the original layer:
Effects - Plugins - Mura Meister - Copies:
Settings:
Random[h-line]/V-Tile/Behind - 1/70/50/0/0/0/100/100/0/0/0/30/0

Change Blend mode to multiply and lower the opacity to 65
Unhide the duplicate layer.

Effects - Plugins - Mura Meister  Copies:

Effects - Entrelacement

Drop Shadow: V=H=2 Opacity 30/Blur 15 Colour Black

Duplicate layer - Image - Flip.
Merge these two layers.

Now, with your Raster Deformation Tool, enlarge layer to the right until all the fingers of the ray are off the edge of the page.

Open face tube and resize by 85% -
Copy and paste as new layer

Apply mask 20/20,

Delete mask layer and merge group

Move to x=35, y=0

Open flowers tube, Image Mirror, Image resize 65%.
Move to right bottom corner.

Effects - image effects - seamless tiling
Settings:
Corner/Bidirectional/Linear - H -50/V 10 Transition 90.

Adjust - colour balance - manual - R251, G156, B208 to R206, G214, B255

Change the blend mode to dodge and lower opacity to 75
Drop shadow V=H=2 O85 B15 Colour Black

Image - Border - 2 Dark colour and resize this image 85%
Edit - Copy

Restore the duplicate image on step [7] On the Mura Meister Cloud layer - Effects - Entrelacement as before.

Paste as a new layer - duplicate layer and hide second layer
Return to original layer - Effects - Mura Meister - Copies
Settings:
Line/Wraparound/behind 2/100/100/0/300/0/100/100/100/0/0/30/50

Image - Adjust - Softness - Soft Focus
Settings:
50/50/35/35/5

Drop shadow V=H=0 O50/B15 Black

Unhide the duplicate layer

Drop shadow V=H=0 O75/B15 Black

New Raster Layer - Select all - Modify- Contract by 24 - Invert.

Fill Selection with BG on 50% Opacity.
  Effects - Plugins - Xero - Fritilary

Image - Border - 2 dark colour

Edit - Copy

Add border 25 Symetric White - Select border with magic wand and paste into selection - Adjust - Blur -
Gaussian Blur 12 - Effects - 3D - Cut Out:
2/2/65/10 colour black.

Add a New Raster Layer and
repeat cut out but with V=H= -2 .

Close selection.

Add a border 25 Symetric White - Select border with magic wand and paste into selection -
Adjust - Blur - Gaussian Blur 12 .

Effects - Texture Effects - Mosaic Glass
Settings:
100/100/76/66/2/0

Close Selection

Add a border 25 Symetric White - Select border with magic wand and paste into selection -
Adjust - Blur - Gaussian Blur 12 .

Effects - 3D - Cut Out
2/2/65/10 colour black.

Add a New Raster Layer
and repeat cut out but with V=H= -2

Close selection.

Merge layers Visible

Open overlay and copy

Go back to frame image and paste as a new layer.

Change blend mode of this layer to overlay.

Layers Merge all.

Add accents as shown in the header.
These already have drop shadows.
