Let Us Begin:

Set your foreground colour on 165/214/255 and background colour on 239/255/244.

Open a new transparent image 595 x 425 and fill with the foreground colour.

Add a new raster layer and fill with the background colour.

Layer - New Mask Layer from Image - select zuz_mask4p.
Layers - Merge Group.

Effect - Edge Effect - Enhance
Open tube EPN-060, copy and paste as a new layer.
Resize this layer 135%,
Adjust - Sharpness - sharpen.
Repeat this sharpening.
Image - Mirror.
Set the opacity of this layer on 80.
Move this layer down beneath the masked layer.

Activate your top layer again.

Open your tube Blue Hanging Snowflakes.pspimage,
copy and paste as a new layer.
Move to the left top corner:
mine is placed at x=0, y=0.
Effect - 3D - Drop Shadow 2/2/65/5 colour 0/95/150.

Note from Hanneica: I prefer to write numbers with theBlue/Green/Red number. So the colour above is Blue0/Green95/Red150.

Open your tube SS_2067.pspimage,
copy and paste as a new layer.
Resize this layer 78%,
Adjust - Sharpness - sharpen.
Position slightly to the left and down:
mine is placed at x=80, y=12.

Open AllIWant~WordArt.pspimage,
copy and paste as a new layer.
Position to the right of the girl:
Mine is placed at x=313, y=56.
Effect - 3D - Drop Shadow 2/2/65/5 colour 0/95/150.
Effect - 3D - Drop Shadow 5/2/65/15 Black

Image - Add Border of 2 pixels with colour 140/166/238
Add Border of 15 in white
Add Border of 2 in 140/166/238

With your Magic Wand,
select the white border and fill with this gradient.

Effect - 3D - Inner Bevel

Selection - Invert
Effect - 3D - Cutout

Selection - Invert - Modify - Expand 35
Selection - Save Selection - Save to the Alpha Channel.
Close Selection

New Layer - Fill with Foreground Colour (239/255/255)
Effects - Filter - Xenofex1 - Constellation.

Open the selection your saved in the alpha channel and hit the delete key on your keyboard.

Add your watermark and you are done.
